This is wrong on so any levels.

This, in particular, is wrong: "I fell off and got right back up. As I was getting up I noticed a fire truck slow, look at me, and pull away. It never stopped and I didn't think anything of it."

But five months later, Feldman received a bill for $200, to cover the cost of the fire truck showing up at the scene of his accident.
In most communities, we pay taxes for police and fire. I know I pay property taxes and ad valorem taxes that go to support the police and fire departments, plus they get 4 formal fundraisers a year as well as many informal fundraisers - they can raise funds without getting a fundraising permit that other organizations have to buy. To add this on top of all of that is adding insult to injury.

I'm glad some communities realize what a rip-off this is for both the injured and the community as a whole.

I just wish more did.
