Tracking the sales of cold medicines hasn't reduced the manufacture of meth. All it's done is hurt cold sufferers in the pocket book (some can only be dispensed with a prescription), dignity (having to show ID for cold meds is stupid, in my opinion), time (pharmacists seem to delight in making sick people wait in their lobbies spreading germs), health (all those sick people smearing germs in the pharmacies they have to wait far too long in), and convenience (when you're sick you want relief now and to get home ASAP, not hang out in some disease-laden pharmacy being subjected to the third degree just to get a little relief.
I'm sure, if it really had reduced the production of meth, people might argue we need to keep these draconian measures in place. Since it provably doesn't reduce meth production, may I kindly suggest we stop tormenting sick people and let them have quick and easy access to their cold meds again?
